His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam has consented to the  Online Recruitment method in his Titah during the 21st Civil Service Day at the International Convention Centre (ICC), Berakas on November 27, 2014 corresponding to 04 Safar 1436.  The objective is to accelerate the recruitment process to fill in job vacancies in the Government sector which is expected to be implemented  in the first quarter of this year.

 

An Online Recruitment System is initiated by the Office of the Public Service Commission (PSC) and developed by Brunei Solution Development Centre (BSDC) which is a Centre that is collaborated between EGNC and Microsoft.

 

Its a web based platform  which will provide  an online job application experience to the  applicants for participating in the e-recruitment process. The system enforces the desired governance model over the recruitment process and increases the overall operational transparency and process efficiency.  It replaces the civil service information system which has been used since 1999.

 

The project is being developed and implemented in two phases. Features such as automatic notifications via email to applicants to attend examinations and interviews and be informed of results of their applications will only be available after the completion of second phase.  The first phase focuses on replacing the currently manual job application procedures using electronic forms.  Meanwhile, the second phase will focus on enhancing the management of the recruitment processes. The first phase of the project commenced on 8th September 2014 and is expected to be completed by the earliest in February 2015. The second phase of the project is expected to begin by mid-2015.

 

Once the system is activated online, job-seekers will be able to create their own candidate profile and upload personal information including academic qualifications, work experiences, submit applications as well as track status of their applications online at their own convenience.  The following are the expected changes to be seen between the present and future recruitment processes.

1 Applicants are not required to register with e-Darussalam. Applicants need an email to register at e-Darussalam Portal, then receive a Login Username and Password that will be verified and used to gain access to the Online Recruitment portal and be able to submit job applications.

Job applications are submitted online.  Physical submissions to PSC in SPA/1 and SPA/2 forms are no longer accepted.
3 Applicants' personal data are manually entered and updated by PSC staff. Applicants register, enter and update their own personal details in the portal at their own convenience.
4 Shortlisting reviewed semi-automatically. Shortlisting is done automatically.
5 Notification to attend exams and interviews are conducted through letters and short text messaging (SMS).  Result of exams and interviews are informed to applicants through letters. Notification will be in the form of alerts and email notification made available in the system's portal (will only be available after the second phase is completed).
6 Applicants enquire on the status of their applications by calling or visiting PSC office. A tracking feature in the system allows applicants to check and view application status in real time.

 

The e-SPA link is https://recruitment.gov.bn and it can also be accessed through the e-Darussalam portal at www.gov.bn or PSC website at www.spa.gov.bnA registered e-Darussalam account is a mandatory requirement to create an account in the system. 

 

To succesfully register an e-Darussalam account, individuals need to bring their identification cards for verification to authorised verification centres that are located in Brunei Muara, Tutong, Temburong and Belait districts. Details of the verification centres can be found at www.gov.bn. Prospect job-seekers are advised to register and activate e-Darussalam accounts before the system is officially  launched. With the implementation of the Online Recruitment System, it will be mandatory for all job applicants including government civil servants, to submit job application online through the portal.  Job applicants are encouraged to scan academic and professional certificates and any other relevant  documents into PDF format for uploading into the portal once the system is activated.  For civil servants, they have to ensure their records of service and personal data in the Government Employee Management System (GEMS) are updated and verified accordingly.
